They bring out a lot of content for DS, a bit on PSP, more than all consoles. When they do things on consoles they wanna make it big and epic so they take longer.
BUT where are the WRPG's though? Fable 2 and Mass Effect are awesome, Oblivion is cool but I'm not a fan of first person RPG's (3rd person sucks in the game), same with Fallout 3 which looks boring anyway.
Because they put sooo much polish on them.

I'm not sure what you mean by that. If you mean why does it take a long time to bring them to North America after their release in Japan, then its because they have to localize the game; otherwise the text and voiceovers would all be in japanese.
well blame all this on the graphics,if they sticked with ps2 and xbox and gc im sure wed see more rpgs in less time, look at wii it has so many ff games and tales of sophania etc, while ps3 doesnt have many of this stuff, out side japan ,and thats pretty sad , and 360s got quite a few but not many are the same forumla , eg mass effect its more of a first person shooter then an rpg ,
I think it is more of a content flow control. Too many RPG games = not enough time to play. And the market would be too competitive. IMO, the current X360 JRPG installment are pretty decent. Mostly the game requires a lot of testing on content. You don't want to see RPG with typo and bad grammar. Also sometimes they over kill on graphics.
