It's the dead of the night in one of Gamespot's biggest userbase regions, slow replies are expected outside System Wars or OT. As of right now, the license transfer tool simply doesn't work for anyone who previously used it, even after the 12 months between uses is up. The xbox.com boards have several posts about it.
