For me, well the setting, story, its very funny specially the deaths, its a big game(could be bigger btw) and VATS is unique.fallout 3 is good because...

Very immersive and consistent world, very strong quest stories (much like Oblivion's guild quest stories). Nice mixture of weapons. It's gratifying to level up because there's a bit of a difficulty curve. And V.A.T.S is pretty cool.

If you get this money to spend here
The environment really draws you into the experience. The fighting, leveling, and exploring are all great, but it's the setting that'll convey a lot of emotion within you. The Wasteland is absolutely stunning, and that was my favorite part of the game. Fallout 3 is truly a wonderful experience made great by the environments.
Hidden posters of naked chicks should get you hyped!
Punchin the children till your finger get tired due to the fact that they never die

Both of these combined.
You can explore a whole map without load times, amazingly detailed, you can kill a whole town if you want to, lock picking, computer hacking, V.A.T.S, amazing story, customizable character, crap load of different weapons, can build your own weapons, crap load of perks to choose from, bad karma, good karma, lots of side quests, Giant behemoth mutants, nukes, lots of character dialog, blow **** up.
The exploration and unique weapons makes it ever more enjoyable to explore. I can't wait to play the new DLCs too bad I have to wait until next week.
Depth, immersion, story, atmosphere, length, etc.
It is immersive.
